FOSTER STREET WATER MAIN IMRPOVEMENTS

 

General Notice

 

Acton Water District (Owner) is requesting Bids for the construction of the following Project:

 

Foster Street Water Main Improvements

 

General Bids for the construction of the Project will be received at the Acton Water District Office located at 693 Massachusetts Avenue, Acton, MA 01720 until Thursday, October 9th, 2025 at 11:00 AM local time. At that time the Bids received will be publicly opened and read.

 

The Project includes the following Work:

 

Water main rehabilitation of Foster Street in Acton, MA, using a Structural Cured-in-Place (CIPP) liner. Main to be rehabilitated includes an 8-inch asbestos cement pipe for a total of approximately 750-linear feet. Also included is the installation of 8" ductile iron pipe, ductile iron fittings, ductile iron gate valves, a hydrant, associated appurtenances, and removal and disposal of asbestos cement pipe. The work of this project shall be substantially complete within 40 calendar days and ready for final payment within 60 calendar days from the date of award.

Bidding Documents may be downloaded from the designated website at no cost. 

 

To be considered a responsive Bidder, the Bidder shall have obtained at least one set of Bidding Documents from the Issuing Office using the name that is to appear on the Bid Form. The designated website will be updated periodically with addenda, lists of plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. It is the Bidder’s responsibility to check the designated website for addenda.

 

Instructions to Bidders

 

For all further requirements regarding funding agency notifications, funding agency requirements, bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

 

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.  Complete instructions for filing Bids are included in the Instructions to Bidders.

 

Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5 percent of the Bid.

 

No Bidder may withdraw their Bid for a period of thirty (30) days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the General Bids.  This advertisement does not obligate the Owner for any costs associated with preparing or submitting bids.

 

The successful General Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner.

 

Minimum wage rates as determined by the Executive Office of Labor and Workforce Development, Department of Labor Standards (DLS) under the provisions of M.G.L., Chapter 149, Section 26 to 27D, as amended, apply to this project.  It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.

Request for Proposals

The Water Supply District of Acton, (“the District”), acting by and through its Board of Water Commissioners (hereinafter the “District”), is soliciting competitive sealed proposals from qualified offerors for the long-term lease of a 50’x50’ portion of the District’s property at 287 Nagog Hill Road in Acton, described in deed recorded in Book 12582, Page 76 the Middlesex South Registry of Deeds, for the purpose of the installation and operation of wireless telecommunications systems, antennas, tower and related equipment. The upgrade of the existing electrical service from the access road to the District’s Water Storage Facility will be the responsibility of the successful proposer.

The lease and use of the Site will be on a nonexclusive basis for a term of five (5) years with three (3) renewal terms of (5) years each. Proposals must certify that the installation of equipment shall not interfere with all uses of the District for its water storage facility, the operation of existing Town of Acton police, fire and emergency communication antennas, and the existing telecommunications tower and system on the site.

The Water District reserves the right to reject any and all proposals if it is in its best interest. Award of the lease is subject to approval by the District’s Board of Commissioners.
